A person may launch a REIT or a corp which makes the acquisition of agricultural land for income and appreciation, seeking investors? This person would need all ready to own some land to start? Finally, could you integrate and make an IPO without having a lot of land?

Yes, you can start a REIT or corporation without owning land. You have to file articles with the secretary of state. (Many companies are choosing because of the protection it offeres Delaware) To start an initial public offering there are several steps in the process. Check the regulations of the SEC. Normally, companies do not issue IPO until they have something to show for themselves. Consider yourself as an investor. Would you buy shares of a company that does not have the means? If you feel that you have a great business plan and are looking to raise capital for your REIT you can look in the venture capital. There are far fewer rules!
