Substantially Equal Periodic Payments

I'm under 59 1 / 2. I was taking substantially equal payments from my IRA. After the stock market "tanked" in 2001-2002 I cut my payments in half because I read that
the President was going to pass a law that allowed
investors to once to save what was left of their retirement accounts. My accountant says he does not know if this is true and that I may be subject to the penalties of 10%.
anyeone not know when this adjustment?
